fluorescent lamp

This is an easy one. Wondering whether to approve the installation of a 160cm tube fluorescent lamp put in an inaccesible position above the entrance of an apartment block. You can't see the tube with its its electronics because it is covered by the building's architecture. haven't known much about the hazards of electrocution from these things. Of course I the normal plastic covering over it is missing otherwise it wouldn't fit into the building. Any risks. The house owners want it but I have some doubts. I can't see it breaking over there, with possible Hg powder hazard, because you need a ladder to get to it ... but I also don't want to be sued for a mistake.

Whats your take guys.

Electricity is dangerous. For your legal protection, you should recommend that they have no electrical service at all.

** Seems the only REAL issue is the missing diffuser / safety cover and the potential for a messy breakage.

Solution, get yourself 160cm of clear plastic tubing with ID a little bigger than the fluoro - then slide it over the tube.

Even if it cops a massive whacking, the bits will all stay inside the sleeve.
