Wow! It was relatively common for the spindle motor of a CDROM player to have some offset, so the disks, in my experience, always had a wobble (pressed mass-produced CDROMs, not recordables), and I recall demonstrating this by looking at the 1 Hz ripple of the radial tracking signal (in the process of finding out how to use the test points on a CDROM mechanism).
I never probed a radial adjust test point and didn't see the wobble. So, you actually MEASURED it? Or determined its phase?
