Wigan, Wisconsin, Warsaw, Wellington, Wales, and some other places.

Coupling capacitors are used to connect things together, like trains. Decoupling capacitors are used to separate over- ardent teenagers.

A pull up resistor is used to make the handling of heavy PCBs (qv) easier. A pull down resistor is for plucking ducklings.

where resistiance capacitance or inductance is wanted.

coupling capacitors carry wanted dignals between circuit blocks, decoupling capacitor route unwanted signals elsewhere,

pull up connects signal to a higher voltage, pull down to a lower voltage, typically used where the input is single ended. to convert it to double-ended.

So you can test ciurcuts without risking the helecopter, perhaps.
