is there such a thing? i've seen microcontrollers used to generate ntsc, but it seems the must be a simpler method. something like the elm electronics 304 chip. (it doesn't produce black though, which i need.) thanks for any pointers.

Lots of cobwebs here, but try Hitachi. We used one of their video camera chips which I'm 98% certain had that capability. Sorry, I do not recall the part#, and it was also many years ago...

Then, just don't add any video. The sync output is based on black - the pulses are "blacker than black". IOW, between sync pulses, it idles at black.
