I don't know nothing about China but if you divide the land mass by the population and then multiply by the appropriate resource index you might find that the answer is something short of 2.

Add in the culture and the 'ruling' class then fudge a general usage term and you get 0.0019602.

Of course in Western countries the answer is 0.05601. However, if you remove China from the equation the answer is 0.000284.......
