Not only for open-source. If you don't mark your project as "shared" then it is kept confidential (for some level of confidential, like most board houses - perhaps better than some, as it is fabbed in the USA).
You may have a point if you meant that there is no way of using their site to share a design with a selected group of users and allow only certain users other than yourself to order it. Their only options are "send/show it only to me" and "send/show it to anyone who wants it".
My point was that many people choose to share their board design with the public by ticking the "shared" box, but don't provide the slightest hint about what components go on it, nor any other documentation beyond the silkscreen. Sure many other people keep the design including artwork totally confidential and that is understandable.
