Hole? Nope.. Learning.... From what I've read here, sounds like there's a gender/culture tweeking of the business exchange between US government business and 'off the bell curve' US small business owners..

Actually, it was D from BC who had the problem with English - going to the web-site he posted makes it clear that it is a small business owned by a woman, entitled to preferrential treatment on both counts. Jim was too lazy to check the link.

Some years ago, some company was advertising that they were a "large woman owed business".
I think this comes from the US government trying to buy from minority companies in the 80s, thus, if you advertise your minority status, you will get gov. business.
I have days that i can barely see, and don't dare drive. that was one of them. I make mistakes typing by feel, and some aren't caught, or are made worse by the spell checker.
