If you go to the site in question and click on 'rate this blog' you come to another screen that allows you to report the blog as spam. And a few ratings of '1' won't hurt either! ;)

Nope, you cost him bandwidth, unless he gets it for free. Go to the bottom of the first page, on the right margin. Look for a vote thing. Don't actually rate the blog where it offers, it probably won't work (doesn't for me, redirects in a way that can't complete). Instead, click the text "Rate My Blog' above it. On the next page served, look on the right margin for "Rate This Blog". That won't work either if the first one doesn't, but underneath it is a reporting feature, that DOES work. >:)
