The first link didn't work, and the second one was to a picture that was so blurry that it is impossible to make a guess to what it MIGHT be.

The point is, that if we could see what else is AROUND and connected to the IC we might be able to take a stab at what it is.
How about just taking a better picture?
Even just revealing what the equipment is might help.
