when switched OFF, you can run your hand along the plastic diffuser and the tubes flicker.

possibly the house wiring is incorrect for this light and the neutral is switched for this light rather than the active, will have to check it out.

Static electricity has that effect of fluorescent tubes...take one out of its fixture and try it any time you can build a static charge.
Or other electric fields such as RF, or even nearby high voltage transmission lines.
