In tinkering with a usb-wifi dongle on a Pi5 running Bookworm it appears that adding or removing the usb-wifi dongle changes device names in a surprising way:
When booted with no dongle, the internal wifi is wlan0, as expected. When booted with the dongle, the internal wifi is wlan1 and the dongle is wlan0, a surprise.
I expected that devices would be given enumeration in order of discovery.
Is this behavior normal?
