No video with Pi4

What weather program do you use? I run Cumulus MX on Raspbian on my Pi 3B+ and it does a very good job; in my case, I migrated from Windows to Pi for the weather station (and the PVR software - TVHeadend), to reduce the power consumption for applications that had to be run 24/7.

Interesting -- a full Debian Buster for Intel architecture does NOT list Zoneminder... But it is available for Debian Stretch.

Possibly it just hasn't been built by Debian organization and the Raspbian release is specific to Raspberry organization.

That will run on Raspbian (using the Mono package) and doesn't need Ubuntu. However the other package that you use (was it a CCTV package) may need Ubuntu, hence your need to get Ubuntu working on the Pi 4.

I used to use the older version of Cumulus on my Windows PC and it suffered from being able to read the very recent readings from the data-logger on my Davis weather station if Cumulus was stopped and then restarted for some reason (eg power cut). As long as the PC rebooted within the 10-minute window of time between one logged reading and the next, I was fine. If the delay was longer, I'd get some historical readings but often the most recent ones would be missing and I'd have to hand-edit the log file so there weren't gaps.

Cumulus MX on the Pi seems to be virtually bulletproof in this respect - it's very rare to get missing readings. I do occasionally get readings that jump back in time half an hour or so, but that's because the real-time clock in the Pi is a bit hit-and-miss following a reboot, until the clock has had chance to resync with a master time source (NTP) on the web. I've got wise to that: after any power cut, I always check the clock and set it manually with the "date" command if it's wrong, so it's much closer to the correct time until a proper NTP resync can occur. It's only really a problem if the router takes a long time to connect and isn't ready and waiting for when the Pi calls for a time sync.

If you need to port the log files from one computer to another, it's as simple as copying the contents of the ~/CumulusMX/data directory from one computer to another, preferably with Cumulus not running.

The cctv program is xeoma and runs on the pi with raspian-buster. It didn't want to run when I tried Ubuntu server, but have raspian on the card now. That is what I intend to do, just copy the data files over from the ubuntu machine to the pi4, as soon as I am ready to do the swap.

I run 2 monitors on the ubuntu machine, 1 for cumulus and 1 for xeoma, so as the pi4 has 2 hdmi ports, I just need another vga to micro hdmi adaptor now, and I'm good to go as it were.

dhcpcd + hairy external script(s) counts as weirdly to me. Also, since there was already a bunch of ways to do network config, why add another?

I've been able to dive into Raspbian and fiddle with its configuration using the standard Debian documentation so, if anything has weird network configuration, its more likely to be Ubuntu. Especially as Ubuntu is known to have gone off-piste wrt Debian in other areas.

Disclaimer: my other Linux boxes run Fedora rather than Ubuntu. My sister uses Ubuntu from time to time so I have installed and played with it. I intend to continue using Fedora and Raspbian for all my computing needs.

Admittedly on a Pi3+, but I gave up with dhcpcd (hogs resources (sometimes)) and used /etc/network/interfaces + /etc/wpa_supplicant/wpa_supplicant.conf which automatically uses dhclient. Viz:

auto lo
