My Toshiba CN3281B was working perfectly. I moved the set from one room to another and as soon as I reconnected it, the vertical control is too large. It's not terrible, though the channel numbers at the bottom of the screen and occasional head shots leave the tv news anchors a bit flat headed. Can anyone provide some guidance? Thanks in advance. Toshiba CN3281B Vertical Problem

Bad capacitors in the vertical circuit due to age, common problem on that era Toshiba. If the color and contrast are still good the tv is worth having repaired.
Purely coincidence that it happened after you moved the tv set. The capacitors got cold while the set was unplugged and then exhibited the problem worse than before.
