I don't know about legality, but I will never solder wires that are to be clamped. They will loosen over time.
Crimped ferrules seems to be a popular alternative.
Your link bounces a 404, so I can't see exactly what you're talking about.
This can depend on terminal block type/integrity, wire gauge and lead dressing. If in doubt, don't do it - use a connection method and materials that you are comfortable with and know will give reliable service.

There is too much "compression creep" with tinned wires as I've experienced in the past.
