Pyramid Ps-26KX power supply is shorted

I have several Pyramid power suppplies of the model mentioned above. One of them is shorted out and with an Fluke 8840 ohmeter it shows every component to be shorted to ground. The transformer even shows to be grounded. Fuses blow every time it is turned on. I have a feeling that the LM723 might be bad. This PS uses a TIP41C (after the LM723 pin 10) to drive 4 (four) 2N3055 transistors. As most of these PS it does have a crawbar SCR with a 16V zener.

Do you have any suggestions as to what might be wrong and how to start trobleshooting the PS w/o having to take it all apart if at all possible?
