IT-BOX STB L3012, Digital Terrestrial TV Decoder AM (ACCESS MEDIA) came in with pulsing SMPS. Replacing all the CAPS with high ESR (mainly the low capacitance ones) solved the problem as expected.
BTW, I have read in a forum the same SMPS was found dead and IC2 (optocoupler) was the culprit.
