I am designing a simple board in which i want to improve the cable television quality by givng it the cable tv as a input and then digtalize it process it so as to get rid of snow or other common problems those hamper the picture quality and then recreate the analog signal and over coax cable connect it to TV Does anybody knows any ICs for such a commercial application? Kindly inform me as soon as possible also if possible give me a cost effective solution and third party support requirement if any.

Not really worthwhile. Cable systems are moving to all-digital transmission (many already have ADS, where analogs are duplicated as digitals), so noise and snow will soon not be an issue. The problem will then probably be softness due to overcompression.
The main issue is that most TV's have too much sharpness boosting, hyper-wide contrast, and other issues that end up exaggerating noise. Properly adjusting a TV can make a major difference.

If you have noise in the signal content, there is no way to get rid of it without cutting back in the resolution. If your cable TV service has digital service, subscribe to the for digital TV service. They will supply you a decoder box that you can use to feed your set directly. This way, the only way you will have noisy pictures, is when they get noisy feeds to begin with.

Making a silk purse out of a sow's ear????? There is no magic here. You can reduce apparent snow and noise to the detriment of real resolution, sharpness and other just as noticable artifacts. In order to come up with any "real" and effective noise reduction without large sacrifices and added artifactrs you would need to "encode or emphasize" the original signal BEFORE the noise gets added by the signal path and then "decode or de-emphasize" it AFTER the degradation of the signal path.... much like dolby does for audio cassettes. electricitym . . . .
