Looks like Android OS emulators are asking for a minimum of

12G RAM. Linux or MS.

All available hardware here maxes out at 8G.

How serious is this RAM requirement? This is not for gaming.

Apps or Software for bluetooth-connected devices seem to generally ignore PC use - battery monitoring etc.

Older hardware would usually supply a serial com of some sort with standard terminal or custom GUI for PC)

In this case I'm looking to sub PC for nonexistent smart phone for hearing aid user's adjustments (92yr old). Otherwise it's a trip to the oculist (time and $). Hard enough getting user to wrestle with her PC.

Non smart phone hearing aids are supposedly no longer made, after recent chapter 8 events.

There may be ways around running an Android app but AI says the hearing aids have a different limitation:

A Note on Bluetooth & Hearing Aid Apps

If you are exploring this to run a hearing aid control app (like myPhonak or Oticon Companion) on your PC, please note that emulators and mirrored environments generally cannot pass the PC's Bluetooth hardware directly into the Android layer with the low-latency protocols hearing aids require. The app will likely open, but it will fail to discover or connect to your hearing devices.

Even LPBT - the slower one?

We're talking about adjusting slider pots and checking boxes in the app, not sound level transmission.
