Some common problems in monitors and TV sets to cause your description is the flyback assembly, high voltage multiplier which is usually an intergal part of the flyback assembly, and or the CRT.
Less common faults are component failures in the high voltage regulation area.
These types of faults will usually take an experienced tech to troubleshoot. If you consider the age of your monitor, and the cost of servicing, it would most likely be more feasible to replace the monitor.
