if I put a capacitor (say a 10 mF) in series with another one (10 mF) is that the same as having a 20mF capacitor?

In *SERIES*, No. You would have a 5mf capacitor,with 2x the voltage rating.
You have to put them in parallel for the capacitance to add up.
