Many DSP chips are only supported by tools from the vendor.
Besides, IMHO, for performance-intensive applications it would be more representative to use the best optimization around -- which is probably going to be the DSP vendor's code.
... plus, for image and video applications, the function is generally supported by external hardware. All this stuff is done by ASSPs now.
