That depends very much on what you're talking about. If you're writing a BIOS from scratch, all you need is an assembler+linker - gcc will do fine.
If you're OEMizing an existing BIOS, you need the tools specific to that flavor of BIOS. None of them are free, all of them are freely downloadable due to having been leaked by various OEMs.
