I was interested to find out more about how to program the above spld device, I am looking for websites which have users support, and hopefully, cheap programmers. tnx.

Atmel has a line of devices (ATF16V8, ATF22V10, etc.) as well as a free development environment, WinCUPL. A beefier HDL (Verilog, VHDL, ...) could also be used but that might be overkill for small devices; CUPL is about the right "size" and complexity for SPLDs.

Lattice has an 22V10 that is In-System Programmable. Meaning, you do not need a programmer. You can program using IEEE 1532 compliant interface, so no programmer is required.
