GFCI--Red LED stays on

Subject.Neither pressing the test or reset button turns the LED off. Neither really depresses. It's a single line with nothing else on it. The switch box shows no switch thrown. The line is buried 18-24" in black electrical plastic pipe, and goes about 40' to the switch box. Comments?
