i just bought the easyProg board from

I bought the PCB board from thm and ordered the parts form digikey but I had many parts here. The circuit voltage seems to corespond to the data sheets of embedinc. My problem is the oscillation, I and no 20Mhz oscillation. I took the chip Pic16F648 and put itin a bread board with a 20Mhz crystal, capacitor and I still dont get any oscillation.
1- Do I need to program that chip for it to oscillate ?
2- Is oscillation from that Pic necessesary to burn a chip ?
