The output of the chip, using just the divide by 5 section, will be one fifth of the input frequency, not 5 times.

If you put it between the output of the VCO and the reference input of the phase comparator, then the VCO output frequency will be 5 times the frequency on the external input to the phase comparator, on average. The output of the divider will be 1/5 of the VCO output and will equal the external input.
