70% efficient, not to good but what ever.
It might be your power meter is reading noise from a poorly filter witching supply giving a false reading. Try inserting a line filter between your meter and the unit.
No. But perhaps the UPS is charging its batteries. A low cost UPS should not consume more than a few watts when idle.
Apart from the other answers, you have to watch out that the computer is identically occupied with work in both tests. I used a power meter to monitor my computer, and found these figures -
hibernating 1 W standby mode 93 W on, idling 127 W decoding MP3s 178 W encoding MP3s 205 W running Quake 4 294 W
Guess empirical testing shows it to be true!

Well, If I was dealing with a witching supply, I think I would also have some unexplainable events! :)
