Phil Allsion pointed out that the OP's description of this circuit may be misleading. If the 200K is a bleeding resistor in parallel with the cap, then the 100 ohm does indeed limit inrush.

Otherwise, 100 ohms would make no difference (in an unfaulted circuit).
