Nice. What's it for? By 'tough', you mean it will take a fair bit of abuse?

Yes. And it doesn't much care what the source impedance is. The classic opamp summing point thing cares, and is fragile.
This should look ohmic at operating frequencies.
This might be for testing some aircraft capacitive fuel level measurement gear, indirectly.
