Manufacturers tell that their components have tinned leads or even pure tin coating. I wonder is it really so, and what about those whiskers. Planned obsolence?

Most of the time the tinned leads of old were a solder mix of tin and lead. No problems. The pure tin parts are usually where the tin whiskers come in.
Maybe some of the newer lead free solder has the whiskers.
The joints just crack first, so shorting isn't a problem.
