It says "Standex" on the blue thing. What's the part number & how many pins.

If we assume the Standex part is a relay, it appears to connect the positive voltage (fed from LM7812) to ground (through the coil) at a rate determined by the single transistor oscillator.

Can anyone tell though, from the parts layout, what type of oscillator it is?
