I'd hoped that this meant that they were going to make their transistors by doping a diamond substrate, but it's just the usual delusions about creating a semiconductor industry by throwing a lot of money at the task.
China does seem to have more or less managed it, but it has taken them a while and they pulled back some of their dispora to make it sort of work.
ICs were invented 67 years ago, and tons of fab gear is available, so going into the IC business is not a big deal any more.
But governments pushing into the IC business has usually not been successful, as in "Silicon Bayou" and such. Seems like the culture and infrastructure have to be right. India will be interesting in that respect.
EMI had a record-pressing plant in India, the material was excellent (as shellac is cheaper there) but the quality control was dreadful. A good pressing was superb, but some had insects embedded in them and other obvious faults. In the 1980s, Philips transferred some of their transistor production to India but, again, quality control proved impossible and they gave up.
I worked with an Indian and discovered that he had no concept of the truth, he simply answered your questions with the answer he thought would please you most.
They'll sccrew production by getting curry powder/vaapour on the silicon....
