You might be better off buying a ready made unit such as this:

The relay outputs might be rated sufficiently to drive the 10 valves directly, otherwise you might need intermediate relays.

Feed the statuslines with some level shifting to a binary to decimal (or hex) decoder, followed by enough oopmh to drive the valves?
