Now wait, he may be a 2 bit engineer (I have my doubts about the engineering part) but, he most likely is using a 32 bit computer, that makes him eligible for a total of 16 comments. Of course, if you want to perform some ROR, ASR or logical masking, One can then reduce his eligibility to make much fewer comments. Leaving out of course, any carrier flags to prevent any credited points!
