Impulse and Frequency Response for Boost Converter

I am working on a feedback circuit for a current controlled mode boost converter. I am trying to model the circuit in scilab so I can understand its behavior. When I do a bode plot of the feedback loop for Gvgcpm/(1+T) for example, the curve is well below 0 db. However if I do an impulse response, the impulse does not damp. My understanding was that if the response is below 0db, then oscillations should damp out. However the impulse response does not bear this out. What am I not understanding?
