Does Anybody Really Know What Time It Is ?

MSDOS via KA9Q dialup internet used to support synching to network time servers. These days I have seen major ISPs with their mail clusters showing macroscopically different times due to incompetence and drift. It's annoying to see a message travel backwards in time!

GMT is the only proper civil time. Greenwich is the prime meridian.

To be accurate, Greenwich time refers to the average _solar_ time, when the sun passes the Greenwich meridian at _noon_.

However, the Earth's rotational speed is slowing down constantly, adding a second to the length of the year every 2-3 year. For this reason, leap seconds are added if necessary once a year, which can upset some time critical operations.

For time critical operations, you really need to think about, how leap seconds are handled. Either do a deliberate jump or average out the error across a few weeks.

yeah, it didn't support UTC clocks with offset local time though.

it's easy to install ntpd, but even easier to forget to install it.

That's not what the government here says.
