We sometimes put a bunch of test circuits on one PC board, and then have to slice them apart. We have a giant shear at another site, but it's a pain to drive over there, so we got this:
We also ordered 40 pieces of 4" square double-sided gold-plated FR4 from JLC for dremeling protos onto, 20 each 0.062 and 0.032" thick. We did furnish Gerbers!

I do fast stuff so Dremel controlled-impedance traces. And I like live bug designs where the connections are visible without flipping the board over.
It's hard to flip a board when it's on the bench with a zillion cables and stuff connected.
Another use for the shear is to cut up pieces of aluminum that we can bolt a proto PCB to. That makes it mechanically stable and improves grounding.

You'd have to pay me a lot more than $40 to get me to live in Canada.
The price of the shear is in the noise, given the cost and the value of the things we are engineering.

Some people here are really concerned with saving a few dollars, or sometimes a few pennies. Some people are that way.
