Did anyone ever make an experimenter-safe CMOS chip? Like, protected inputs in excess of 10mA (and fixed latching, if possible), outputs 20mA or better, etc.?

Modern cmos parts probably fit that bill nicely. Not sure about that much output drive.

"Normal" (as opposed to "specially beefed up for a spcific purpose") CMOS "sinks" far better than it "sources", just by virtue of being CMOS. That's been well known for years.
If you need "big juice", wire your logic to turn on/turn off transistors that actually power your load.
(I just completed and started testing the first stage of such a project
- A mixture of low-power CMOS and TTL logic sinks low-power juice to de/activate optocouplers, whose output sides control a handful of big beefy Darlingtons that feed loads requiring multiple amps at voltages that I have absolutely no doubt would instantly - and probably rather spectacularly - cook off the logic the first time the circuit was powered up.)
