Yes, it is written by someone who worked on Specctra.
I've got it (supplied with the PCB software I use), and I'm impressed. It's very fast, generally routes to completion or pretty close to it, and the results look quite neat.
Use Google to search groups. I remember one poster in a Cadsoft Eagle group suggesting to include the Electra with Eagle.
Ok, ok. I don't like autorouters, mainly because they tend to mess up EMI and analog stuff. But if all critical paths are hand-routed and the autorouter is then let out of the gate it can do a neat job. I have only seen Specctra. That one was pretty good.

OK we are biased .. we think Electra is really rather good. At a tiny fraction of the price of the Specctra router it is an excellent buy if you have complex layouts to do. Some professionals use autorouters for helping to determine a good component layout even if they route the whole thing manually for the final product.
