System design methodology

Hi all, If we have a big project involving one or more FPGAs plus several other circuits, and of course high frequencies on the board. Is it interesting to write models of the onboard components which communicate with the FPGA or is it sufficient to simulate/verify the FPGA and than to make signal integrity tests?
