Can one? What would I need to access the FPGA fabric? Assuming I ever get my board... I suppose I'll need to acquire some recent Xilinx IDE.

The "Epiphany thing" sounds like what you have been advocating, for the last few years. Many cores, a core for each task etc. Now you can *buy* one, you are not interested? :)
