I am going to design a image system using SAA7111 decoder. SAA7111 decodes analog PAL/NTCS from CCD camera to digital YUV,signal goes to encoder and change to PAL.

I want to do something (such as image freeze, iamge storage, ect) between SAA7111 decoder and encoder. Any IC for these purpose?

You need to store the image in a dual port RAM or FIFO.

SAA7111 clocks the video in to to Dual port RAM and SAA7126 clocks it out.

SAA711x decoders

SAA712x encoders

Averlogic has dual port rams and FIFO's

Etc;
