There is a card called the MTV104 from

which can take PAL or NTSC input. I dunno much about it. Same company has other video processing cards that might match your needs.

Did you consider a PC104-USB (2.0) card and USB framegrabber?

Another option may be a board like Zendex has with USB2 and FireWire.
