With Trump screwing up the US economy with his batty ideas about tariffs and immigration, Musk may not be wise to be bet the farm on Intel being able get a super-fab working in Texas.
The mid-term election may provoke some more realistic thinking within some parts of US politics, but Trump isn't likely to go along with any of it.
