Snubber for low impedance low

Are snubbed always required even for very low impedance loads(uA and < 10V) but relatively high inductance(say 1 - 100H)?

Snubbers are required anywhere the transient combination of voltage and current applied to a device exceed the allowable combined voltage and current for the device.
