Smart battery charger of 4S1P Lithium-ion

Hi all,

Smart battery charger spec. of 4S1P Lithium-ion for portable medical equipment is below.

Input voltage: 12-16.8Vdc

Battery Pack: 4S1P Cell: Lithium-ion

Output 1: 5.0Vdc@2A Output 2: 3.3Vdc@1A Output 3: 2.5Vdc@1A

My question is it is possible for development using below or what is another optimized method?
