Are there circuits which exist which periodically poll the voltage

Another solution (other than simply not discharging the battery to its limits) is to use a battery voltage equalizer circuit:

They don't tend to be cost effective unless you are using larger higher power batteries but I just thought the technology might be interesting to some here.
