The subject line should have been "light powered chip might make AI 100 times more efficient".
It's a publicity puff for some university research, and getting an idea which look good to a university researcher into a state where you can manufacture millions of them reliably is a long and expensive process, if you can make it work at all, and you do have to make it work reliably before you can sell many of them.
