I think you underestimated the voltage. SQRT(P*R) = V; gives over 14 kV per resistor. All of a sudden, cleanliness (fingerprints, etc.,) and lead dress are very important. Finally, the body size is not sufficient for that voltage, switch to properly specified high voltage resistors.

What is the voltage required to dissipate 1 W in 22 MegOhm? That will tell you a lot more.
