My production people want the plane layers to be all copper, to prevent board warping. On a small board like this, 2" x 3", it probably doesn't matter.



But plane capacitance doesn't hurt.

I always flood all layers

Even signal layers? Why?

That makes everything sort of CPW, and isolated copper islands will get very weird.

less warping, better heat spreading, afaik the manufactureres also prefer it because large areas to etch away can cause problems and they need to add dummy patterns to get even plating.

orphan islands gets via stitched to ground or removed
